INTRODUCTION
The records of the University Mental Health Services date from 1978 to the present, with bulk dates from the late 1980s and 1990s. The records total approximately 2 linear feet. They form Record Group RG/I in the Bergen University Archives. The records are open for research without restriction under the conditions of the Archives' access policy.
ORGANIZATIONAL HISTORY
The University Mental Health Services (UMHS) consists of the University Behavioral HealthCare (UBHC) at Newark and Piscataway. In an effort to organize a more unified behavioral health delivery system, the Board of Trustees approved UBHC as the new name for the Community Mental Health Centers (CMHC) at Newark, Piscataway and all their satellite locations in 1996.
The UBHC at Newark was established in 1976 (then called CMHC). Construction for it began on November 1, 1972, at a cost of about $5.2 million. The CMHC facility was previously housed at the Martland Medical Center. The UBHC serves residents of Newark and northern New Jersey, and is the clinical facility for the New Jersey Medical School (NJMS)-Department of Psychiatry. The UBHC-Newark provides comprehensive adult outpatient, extended care, crisis intervention, geropsychiatric, child and adolescent, and screening services. It also provides managed care resources.
The UBHC at Piscataway is a comprehensive mental health care system offering clinical, educational, and prevention services to residents of all ages in New Jersey. It serves as the training site for Robert Wood Johnson Medical School (RWJMS) students, interns, and residents. The CMHC-Piscataway was established as part of the former Rutgers' Medical School's (RMS) Institute of Mental Health Sciences, which consisted of the RMS-Department of Psychiatry and the CMHC. This $18-million Institute was dedicated on October 18, 1972. Initial services included emergency, outpatient, partial hospital, preschool, consultation and education, neurodiagnostic, and pharmacy. Inpatient services were introduced in 1973. The functions of the faculty and staff of the Institute encompassed the teaching and research endeavors of the Department of Psychiatry, while the service functions belonged to the CMHC (now the UBHC).

PROVENANCE
The records of the UMHS have been given to the UMDNJ Bergen University Archives since 1991. The records are continually added as materials are donated by faculty and staff.
SCOPE AND CONTENT NOTE
The UMHS records span the years 1978 to the present, with bulk dates encompassing the late 1980s and 1990s. The collection is strongest in publications, which date from 1978 to the present.
The records are divided into three series: Publications, Executive Committee Meetings, and an open series for future records.
SERIES DESCRIPTION
SERIES I. PUBLICATIONS, 1978-Current.
This series consists of various in-house publications from the UMHS centers. Boxes are arranged according to provenance,
which includes UMHS as a single entity, UBHC-Newark, and UBHC-Piscataway. Materials include newsletters, brochures, annual reports, and bylaws. The
two main publications are Rally Newsletter, continued as In The House; both are produced by clients in the Extended Care Unit (ECU)
at UBHC-Newark.
SERIES II. EXECUTIVE COMMITTEE MEETINGS. MINUTES, 1992-Current.
This series contains the minutes from Executive Committee Meetings. It is divided into three subseries. Subseries
A and B include Executive Committee Meeting minutes from the CMHC-Newark and CMHC-Piscataway, respectively. Along with the facility's name change
in 1996, the Newark and Piscataway Committees unified to form a single UMHS-UBHC Executive Committee (Subseries C ). The Executive Committee(s)
met once a month to discuss issues such as the Mission Statement, nomenclature, facility programs and services, fee scales and billing, staff privileges
and training, quality assurance, security, bylaws, grants, and Managed Care policy.
